Here in Europe we are used to signs showing a man in trousers - I assumed, first glance, this was a woman in a long robe. I presume it represents man or woman in your country? As Kim said, something very different for us in the way of international symbols.

I'm fairly certain that this is supposed to be a man in a kandoora, though it could be a woman in an abaya as well.

I should also point out that I'm American, I just live and work here in the Emirates.

I believe it's a sign depicting school-children. They have them near schools all around the UAE to warn drivers of the presence of children.
